​Activities​ & Functions

​The following activities are under taken by the e-Governance Department.

Mobile Governance:-  

The objective of the e-Governance Department is to render service "from anywhere, anytime & any device".  In this endeavor providing services through mobile has been formulated and 3000+services are available.


The Project was started during the year 2005 with the object of providing various citizen services under a single roof.  These centres provide services like payment of bills, corporation taxes, Booking of travelling tickets,  re totaling  of  PUC answer papers etc.,      

Karnataka One centres:-   

Karnataka One centres have been established on the Bangalore One model in tier-two cities of the state, namely Hubli-Dharwad, Shimoga, Belgaum, Bellary, Mysore, Mangalore, Davanagere, Gulbarga and Tumkur. 

Aadhar :-

 The objective of Aadhar Project is to give Unique Identification Numbers to all the residents of the state numbering about six crores.  With the implementation of this project, the public services are expected to reach the targeted population more effectively and systematically.

Karnataka Resident Data Hub:- 

Karnataka Resident Data Hub (KRDH) would essentially be a repository of all the government services availed by each citizen of the state.  This data hub will be populated with the beneficiary identifying key from the seeded department's database against the UID of an authenticated citizen. 


e-Procurement is aimed to enhance transparency, accountability and reliability in all Government procurement activities. Use of e-Procurement platform has been made mandatory with effect from 03.12.2012 for all Government departments and organizations to purchase goods, obtain services or undertake construction works through e-Procurement platform in respect of every procurement/tender, the value of which exceeds Rs.5.00 lakhs.

Human Resource Management System:- 

The Human Resource Management System covers automating all the Human resource functions like leave, transfer payroll, administration and service proceedures of the Government.  The scheme, which started in 2006 with assistance from the world Bank, has achieved many milestones. 

Karnataka State Wide Area Network (KSWAN):- 

Karnataka State Wide Area Network (KSWAN) is providing a reliable/resilient and a secure backbone to meet the information requirements and associated services.  KSWAN is connected in three levels of connectivity from the state up to the district and Taluka levels.  The primary purpose of KSWAN is to act as a backbone for all "Data", "Voice" and "Video" services across the State.    

State Data centre: -

The Karnataka State Data Centre is a key supporting element of e-Governance initiatives and business for delivering services to the citizens with greater reliability, availability and serviceability.  It enables various state departments to host their services / applications on a common infrastructure.  The state has two data centres, the first of which was started in 2005 and the second went live in 2010.  


The Secretariat Local Area Network (Sec-LAN) was set up to interconnect all the administrative departments housed in Vidhana Soudha, Vikasa Soudha & M.S. Building.  This Secretariat Local Area Network (Sec-LAN) is extensively used by the Karnataka Government Secretariat to run various e-Governance applications such as File Monitoring System, Letter Monitoring System and Attendance Monitoring System apart from Intranet and Internet.

Capacity Building:- 

The Key objective of the Capacity Building Programme is to increase the capacities of the internal resources of the Government in the area of basic IT literacy skills, specific e Governance application use and create awareness amongst Government personnel on the contemporary issues in e Governance.  The department conducts training programmes, workshops and seminars to enhance knowledge and skills of the officers and staff in various facets of e-Governance and ICT.


e-District is one of the Machine Mode Project under National e-Governance Plan (NeGP), with the Department of Information Technology (DIT), Government of India (GOI) as the nodal Department, to be implemented by State Government or their designated agencies.  This MMP aims at electronic delivery of Identified high volume citizen centric services, at district and sub-district level, those are not part of any other MMP.

Common Service Centre:- 

The Common Service Centre (CSC) would provide high quality and cost effective video, voice, data services, in the areas of e-Governance.  Highlight of the CSCs is that it will offer web-enabled e-Governance services in rural areas.

Approval of e-Governance Projects:- 

The department of e-Governance has been authorized to approve the annual e-Governance Action plans clearly specifying the projects it would be undertaking during the year  of every department. 

The committee constituted under the chairmanship of the Principal Secretary/ Secretary to Government, Department of Personnel and Administrative Reforms (e-Governance) has the power to approve e-Governance projects costing upto and equal to 1.00 (one) crore: and

The committee constituted under the chairmanship of the Chief Secretary has the power to approve e-Governance projects costing over 1.00 (one) crore.  (The administrative department concerned should seek approval of Cabinet in respect of every e-Governance project cleared by the committee under the chairmanship of the Chief Secretary, if the cost of it exceeds Rs, 5.00 (five) crores).
