4(1)(b)iii.The procedure followed in the decision making process including channels of Supervision and accountability.

The proposals relating to the Financial issues will be examined by the Accounts Officer. The Administrative Officer will inturn scrutinize the proposals & submit it for the approval of Chief Evaluation Officer. Likewise, the Administrative proposals will be examined by the Administrative Officer with assistance of the office assistants & submit the same to the approval of Chief Evaluation Officer.

All the Technical files relating to Planning & Procurement will be processed by the Technical Consultant (Planning & Procurement) & will be enrouted through the Administrative Officer to Chief Evaluation Officer for taking suitable decision in accordance with Karnataka Evaluation guidelines. Consultant (Evaluation) will examine and prepare the TORs of all the schemes/Programmes/Projects including CSSchemes implemented in various Government Departments, PSUS, Corporation Boards & other Organizations.

4(1)(b) iv.The norms set by it for the discharge of its functions:

As per the MOU of Karnataka Evaluation Authority issued, vide, Go No. PD 20 EVN 2011 dated 5.9.2011, this Authority is registered as a society under the Karnataka Society Registration Act, 1960. The Karnataka State Evaluation policy and the Rules in the M.O.U are being followed for the day to day Administration.

In Go No. PD 194 SSM 2012 dated 31.12.2012 the delegation of common Financial powers and in Go No. PD 21 SMC 2013 dated 8.3.2013, Administrative powers has been delegated to the officers of Karnataka Evaluation Authority.

In Go No. PD 23 PSD 2014 dated 11.4.2014 approval has been accorded by the Government for the following 4 Manuals of KEA.

  • Resource Manual.
  • THE Financial & Accounting Manual
  • Empanelment Manual
  • Output Grading Manual.
